Minimum Requirements: Bachelor’s degree in related field plus four (4) years of relevant experience required. Previous knowledge of National Oceanic and Atmospheric Administration (NOAA) and National Environmental Policy Act (NEPA) preferred.
 
The Office of the General Counsel within NOAA requires contract support to assist the attorneys and the NOAA National Environmental Policy Act (NEPA) Coordinator.  The NEPA Coordinator is responsible for NEPA compliance, coordination of NOAA-wide reporting, assisting NOAA decision makers and staff, and other tasks related to administering the NOAA NEPA program. 

 Integrated Systems Solutions, Inc. (ISS) is looking to provide environmental compliance support to the Office of the General Counsel (OGC). The environmental compliance will include the following:
  • Draft guidance documents to facilitate NOAA environmental compliance efforts
  • Provide research support for Section attorneys
  • Assist in review of environmental compliance and NEPA documents prepared by line offices
  • Assist with the preparation of NOAA NEPA policy and procedures, NEPA tools and templates
  • Track NEPA and other environmental compliance efforts across NOAA
  • Prepare reports for internal and external audiences on environmental compliance implementation
  • Develop and implement new environmental document management programs across line offices
  • Maintain and update NOAA’s NEPA internet and intranet resources
  • Manage NOAA’s archive of NEPA documents
  • Assist with NEPA training, and
  • Perform other duties as assigned.
Specific responsibilities may include:
  • Drafting memoranda on NEPA compliance issues including: permissible use of programmatic NEPA analyses; delegation of NEPA compliance authorities and responsibilities to and within federal agencies; and, identification of agency official responsible for NEPA compliance in the context of agency decision making
  • Supporting revision of NOAA’s NEPA implementing procedures by developing administrative records to substantiate proposed categorical exclusions and drafting and coordinating publication of Federal Register Notices
  • Developing index of cases in which NOAA’s compliance with NEPA is at issue and analyze compliance trends
  • Communicating trends in NEPA case law to NOAA NEPA practitioners by interpreting recent decisions and circulating summaries agency-wide
