Background: The National Oceanic and Atmospheric Administration (NOAA), Chief Financial Officer (CFO) serves as the principal financial manager for an organization whose appropriated resources are over $5 billion. The Office of the Chief Financial Officer (OCFO) provides strategic, financial, and operational leadership to NOAA through committed teamwork and customer service, and has a responsibility under the CFO Act to obtain a yearly-unqualified opinion in the audit of its consolidated financial statements. The areas under the direction of the CFO are the Budget Office (BO), Finance Office (FO), and Performance, Risk, and Social Science Office (PRSSO).
 
As part of the OCFO, the PRSSO is responsible for managing performance and planning, risk (project/enterprise) and social science. The responsibilities of the PRSSO are broad and complex, and a key component is to deploy best practices from enterprise performance and risk management, as well as social science integration. Meeting the requirements of a highly dynamic, widely dispersed organization represents an enormous task.
 
Minimum Experience: Minimum of 4 years of substantial and progressive experience demonstrating proficiency in managing and conducting risk management projects.
 
Minimum Education: Graduate degree from an accredited college or university which provides substantial knowledge in risk management, project management, public administration, business administration, social science, environmental science, or related field. Project Management Professional (PMP) certification strongly preferred.
 
Functional Responsibility: Manages and conducts activities and projects to develop, refine, implement, analyze, document, and promote NOAA’s enterprise risk management systems. Serves as a subject matter expert in government/industry best practices in enterprise risk management and makes recommendations for consideration for adoption by NOAA management. Collaborates with, assists, and informs NOSS practitioners on enterprise risk management systems.
