Minimum Qualifications:
  • Bachelor’s degree in natural sciences and minimum 5 years of relevant experience
  • Knowledge of Python and R Programming Languages
  • Knowledge of scientific data file formats including netCDF and XML
 
Previous NOAA Experience and CAC Preferred
 
Responsibilities include but are not limited to:
  • Supporting, testing, developing, and training for oceanographic data management tools and data dissemination platforms.
  • Utilize strong knowledge of oceanographic data and metadata format standards for biological, chemical, and physical observations (including Darwin Core, Ecological Metadata Language, ISO geospatial metadata standards, netCDF, Climate and Forecast Conventions) to support ingestion of oceanographic observation data into desktop analysis tools and web-based data management and dissemination platforms.
  • Utilize knowledge of programming languages and data management to test existing data ingestion and dissemination tools and platforms for functionality, to identify of areas for improvement, and to provide demonstrations and examples that serve as teaching aids for new users.
  • Develop documentation, example scripts and other training materials to enable biological oceanographers to format biological/biodiversity data in standard formats for ingestion into IOOS Biological data management infrastructures (e.g. MBON Portal, Regional Association Data Portals, Animal Telemetry Data Portal).
  • Interact with users to demonstrate these tools and platforms and solicit user needs for access and functionality.
  • Provide programming and technical support for data integration and product development.
  • Work closely with software engineers on product development, providing the user perspective and illustrative examples for use in software documentation.
  • Document new user requirements, defects and enhancements discovered in testing and received from users.
  • Conducts performance monitoring and measurement of tools and platforms to inform product development.
  • Monitors and provides technical support on Regional Associations (RA) data archiving with National Centers for Environmental Information (NCEI).
 
Preferred Qualifications:
  • Knowledge of data format and data content standards such as Climate and Forecast Conventions for netCDF, Darwin Core, Ecological Markup Language, ISO 191** Geospatial metadata standards
  • Experience creating and deploying Jupyter Notebooks locally or in cloud-based environments
  • Experience creating and/or using a formal requirements management process to document user/stakeholder needs that inform the development of Information Management systems.
