Integrated Systems Solutions, Inc. is seeking a mission driven candidate to support the National Ocean Service's Policy and Constituent Affairs Division (PCAD). This position will support PCAD in drafting, editing and analyzing policy and procedure documents resulting in improved business processes. This role will also help support PCAD’s annual and strategic planning activities.

Minimum Education: a Bachelor's Degree or higher with a focus area in ocean science or other science field is preferred.
Minimum Experience: at least two (2) years experience providing senior executive support and staffing

The following general talents/duties are required, but are not limited to:
  • Provide legislative, policy, and outreach analysis support for matters pertaining to: 
    • Marine Navigation and Observations: including matters pertaining to hydrographic surveying, nautical charting, tides, water levels, and ocean and coastal observing systems
    • Shoreline Mapping and Geospatial Positioning: including matter pertaining geodesy, shoreline mapping, and the national spatial reference system; and
    • Staff support for various constituent and agency forums, councils, and other organizations
  • Respond to requests from external organizations and from NOAA offices for Program Coordination, Legislative Affairs, & Policy, Congress, the Department of Commerce, the White House Office of Management and Budget, and other offices.
  • Write and edit analytical documents (e.g., policy statements, legislation, and outreach strategies).
  • Draft, edit and analyze reports, speeches, presentations from legislation, and policy and procedure documents
  • Coordinate activities associated with the Committee on the Marine Transportation System and federal advisory committee
  • Ability to write, edit and analyze information
  • Strong written and oral communication skills
  • Ability to prioritize multiple concurrent tasks
  • Strong organizational and record-keeping skills
  • Computer skills - word processing, spreadsheets and presentations using modern communication, editing and email systems such as Windows, Office, Google Email/Docs
Experience with Memoranda of Understanding (MOU) and Memoranda of Agreement (MOA) is highly desired.
