Responsibilities:
  • Assist in developing and administering limited contract types with some supervision and oversight required. 
  • Perform "cradle-to-grave" acquisition functions (i.e, from pre-award, to post-award, to the final contract termination/close-out)
  • Review procurement requests to ensure compliance with procedures and regulations and sufficiency of technical specifications or purchase description and support information
  • Assist in developing solicitation documents and other contractual documentation (i.e., D&F's; justifications, solicitation amendments, supporting memoranda)
  • Requirements Documentation Support: provide advice, recommendations, and document support to multiple offices in all areas of the acquisition requirements phase.
  • Statements of Work/Specifications/Requirements Documents: assist in preparing pre-award Statements of Work (SOW), Statements of Objectives (SOO) and other requirements documents. This effort includes assisting  program offices in researching and drafting specifications and standards, including Performance-based Work Statements (PWS); developing performance measures, providing consultation and recommendations; coordinating requirements documents; and assisting with the development of evaluation criteria.
  • Acquisition Strategy Support: provide advice and recommendations for all elements in acquisition plans, options, contracting methods, competition, sources, cost, and milestone schedule. Research existing Government-wide contracts for available products and services, evaluate different approaches to and sources for acquisition support, research available suppliers and compare the services and costs of obtaining support from the different providers. Participate in acquisition strategy analysis and planning; analyze acquisition strategy methodologies and present advantages, and/or disadvantages. Develop document and risk assessments and recommend source selection planning information.
  • Cost Estimates: prepare and draft cost estimates for a broad range of programs and program offices to be utilized by the Government in preparing for Independent Government Cost Estimates (IGCEs). Conduct research analysis to include: past purchases of products or services, current market value of the products or services, and other agency purchases of similar products and services.
  • Market Research and Market Surveys: conduct market research to identify potential sources and contract vehicles. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare Requests for Information (RFIs) and Sources Sought for use in FedBizOps and other electronic posting announcements. Assist the VA with technology demonstrations to assess the state-of-the-market in order to determine overall strategies and requirements options. Evaluate options, review annual reports, executive findings, conference proceedings, brochures, and other outreach materials to support information dissemination, and analyze data on past performance to predict future results. Provide assistance in researching existing Government-wide contracts for available products and services, evaluate different acquisition approaches, and research available suppliers.
  • Solicitations: assist in the development and preparation of Invitation for Bids (IFB), Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations in draft format for review and approval by a VA CO. Recommend and prepare unique terms and conditions as required.
